History: Officer Richard Monahan is a long-serving member of the New York Police force. Monahan was recruited by Captain George Stacy and became an arresting officer. Although he never went to school, Monahan could read prisoners their rights like none other.
Monahan is a prissy, clumsy, absent-minded softie who lacks brains. Barbera still wonders how Monahan ever became a police officer with his prissy attitude and lack of bravery and intelligence. However, he admits that Monahan does have his good points, like obeying orders to the letter and his complete loyalty to the police force.

Abilities: Monahan has advanced police training and is a great marksman. He can also handle himself well in a fight.
Weaknesses: Mortal. Despite having advanced police training, Monahan always tries to avoid getting into a fight. He isn't very smart and he's easily distracted.
