History: Major Ned Talbot was brought to Desert Base, New Mexico by its commanding officer, General Thaddeus E. "Thunderbolt" Ross.
However, how did he ever get the rank of Major is a complete mystery. He's incredibly clumsy, absent-minded and dumb. Because of this, many of his own troopers tend to call him "Noodlehead Ned" when he's not around.
He was quite distrustful of David Bartell when he was around, and he always jumped at the chance to spy on Bartell or to attack the creature known as the Incredible Hulk.
Now, Talbot tends to lead missions to seek out the Hulk.
Equipment: AK-47 Machine Gun
Powers: N/A
Abilities: Talbot possesses the normal human strength for a man his age, height, and build who engaged in moderate regular exercise. Now, using it effectively would be another story.
Weaknesses: Mortal. Despite being a high-ranking officer, Talbot is an incredibly incompetent klutz.
