Orlovsky has served Russia ever since he graduated from his university and is quite an ambitious and opportunistic man. He saw a profitable opportunity in mutants and started a secret mutant selling enterprise. But when US Senator Denise Lindberg announced her new reform about mutant law, Prime Minister Mishkin and President Orlovsky see a potential threat to their business opportunities.
Not wanting their mutant enterprise to be discovered, Orlovsky and Mishkin join forces with Titannus, who has sent his Skrulls to assassinate Senator Lindberg and allow the Russian Government to continue with their mutant selling business.
