An incredibly shrewd businessman, Mishkin likes to have everything under control, so when US Senator Denise Lindberg announced her new reform about mutant law, Mishkin and President Orlovsky see a potential threat to their business opportunities, since they secretly sell mutants for hard labor to the highest bidder.
Not wanting their mutant enterprise to be discovered, Orlovsky and Mishkin join forces with Titannus, who has sent his Skrulls to assassinate Senator Lindberg and allow the Russian Government to continue with their mutant selling business.
