DR. ATLANTEAN
History: The being known mainly as the Master Technician is a mad scientist who took over Manhattan's new and only Nuclear Power Plant and used a special ray in it to lift the whole island into the clouds unless the city met his demands. He had a radiation gun which gave Spider-Man a disadvantage.
He later reappeared, calling himself "Dr. Atlantean", and once again held Manhattan hostage, this time sinking it to the bottom of the ocean. He reappeared again, calling himself the "Radiation Specialist", and used radiation that took over nearly all of the city's minds and turned most of the citizens of New York against Spider-Man. However, incredibly strong-willed people (like Police Lieutenant Ned Stacy) and crooks were the only ones unaffected by this.
After being defeated time and time again by Spider-Man, the Master Technician decided to become part of Kotep's Sect.

Abilities: The Master Technician has genius-level intellect and has vast knowledge in the fields of science and radiation.
Weaknesses: Mortal. Incredibly arrogant about his genius and scientific abilities.
